Religious, political shift favors ties between Baghdad, = Tehran

TEHRAN, Iran -- Hadi Zeinali never got a chance to meet his = father,=20 Samad, who died of gas poisoning at the hands of Saddam Hussein = and the=20 Iraqi Army during the Iran-Iraq war.

But two weeks ago, the 17-year-old Iranian high school student = and a=20 group of his friends made the pilgrimage to Shi'a holy sites in = Iraq. On a=20 rickety bus, he and his pals explored Iraq, traveling as far north = as=20 Samarra. Along the way, using broken Arabic instead of their = native Farsi=20 language, they made friends with young Iraqis.

He says he bears no animosity toward the nation that killed his = father.=20

"I'm angry that someone named Saddam Hussein took my father = away from=20 me," he said. "I'm not angry at the Iraqis. In fact, they are our = Shi'a=20 Muslim brothers."

Saddam's downfall has opened new ties and an unpredictable = chapter in=20 relations between Iran and Iraq -- a change that could have = lasting=20 implications for both the Middle East and the United States.

Ironically, some analysts here and in the West say the final = exorcism=20 of Saddam's specter could strengthen relations between Iran and = Iraq while=20 pushing Baghdad away from America's other Arab allies, including = Saudi=20 Arabia, Qatar and Jordan.

"The capture of Saddam completes the marginalization of the = Sunni=20 Arabs," said Juan Cole, a University of Michigan history professor = and=20 Middle East specialist.

DISTANCE FROM WASHINGTON

"Things seem to be firmly in the hands of the Shi'as and the = Kurds, and=20 both sets of leaders are very pro-Iranian," he said. "The end = result of=20 removing and capturing Saddam may be a rapprochement of Baghdad = and=20 Tehran, and a distancing of Riyadh, Doha and Amman."

The sudden and explosive resumption of Iranian religious = pilgrims=20 visiting Iraqi holy sites in Najaf, Karbala, Baghdad and Samarra = -- with=20 thousands of Iranians paying smugglers or purchasing tour packages = to get=20 them across the border -- has only been the most visible change of = the new=20 era.

Behind the scenes, despite a 25-year cold war between Iran and = Iraq's=20 U.S. occupiers, the neighboring countries have also begun quietly = but=20 quickly restoring political and economic ties.

Iran, ruled by Islamic clerics since its 1979 revolution, = quickly sent=20 an official representative to the Iraqi Governing Council just = days after=20 it was formed last summer, effectively becoming the first Muslim = country=20 to recognize the U.S.-backed government.

Earlier this month, in a move applauded by Iran, the Governing = Council=20 voted to oust from Iraq the Mujahedin-e-Khalq -- an Iraq-based = Iranian=20 guerrilla group opposed to Tehran's clerical regime -- by year's = end.

Many weren't surprised. Three of the most powerful figures on = the Iraqi=20 Governing Council -- Shi'a leader Abdel Aziz Hakim and Kurdish = leaders=20 Jalal Talabani and Massoud Barzani -- received military backing = and=20 shelter from Iran during Saddam's rule.

"To an extent, they trust the Islamic Republic, and this is = going to=20 benefit the bilateral ties between the two countries," said Amir = Payvar, a=20 political analyst for a Tehran consulting firm.

Iraqi politicians frequently visit Tehran, and many -- = including=20 Iranian-backed Shi'a cleric Hakim -- keep offices here. The Iraqi = Kurdish=20 leader, Talabani, who shows off his fluent Farsi at news = conferences,=20 crossed the border Dec. 14. Before him was Iraqi commerce = secretary Ali=20 Alawi, who vowed to explore setting up a free trade agreement = between the=20 two countries and said he welcomed Iranian automobile exports to = Iraq.=20

Earlier this month, Governing Council member Ahmad Chalabi, = said to be=20 close to Washington conservatives vowing to oust Tehran's clerical = government, paid a visit to Tehran, where he maintains cordial = relations=20 with Iranian leaders.

ECONOMIC COOPERATION

Chalabi's elevation in any = future Iraqi=20 government could even further distance any Iraqi government from = pro-U.S.=20 Jordan, where Chalabi faces fraud charges.=20

"If Chalabi is in the government, relations with Jordan will = remain=20 complicated," said Cole.

Iran and Iraq have also begun economic cooperation, especially = in the=20 energy sector. There's talk of building a pipeline between the = oil-rich=20 cities of Abadan in Iran and Basra in Iraq. The two countries have = set up=20 a committee to study linking oil, gas and electricity networks, = ministry=20 officials from both countries have said.

Iraqi officials -- even those on the hand-picked ruling council = -- said=20 they'd build ties with Iran, regardless of the opinion of = Washington,=20 which accuses Iran of supporting terrorism and pursuing nuclear = weapons.=20

"The occupation authority or the Americans view Iran as part of = the=20 'axis of evil,' while we view Iran as a strategic partner,"=20 Mowaffakal-Rubayaie, a Shi'a Governing Council member, told Arabic = language Al Jazeera television last month. "We want to establish = tourist=20 relations, exchange visits, and have cultural, economic, and = security=20 relations to consolidate the situation at the borders. We also = want=20 industrial relations, relations to coordinate our foreign = policies."

But animosities run deep, too. As many as 1 million Iraqi and = Iranian=20 men died during the 1980-to-1988 Iran-Iraq war, including an = estimated=20 20,000 Iranians killed by mustard or nerve gas. And the two = countries=20 continued to support guerrilla groups opposed to each other until = the U.S.=20 and British overthrew Saddam's government last April.

Iraq's ethnic Arabs and Iran's ethnic Persians have been = quarreling=20 atop the region's parched plains, deserts and steppes for = centuries.

But these days, all the talk is of reconciliation.

"My impression is that there's a strong will on both sides to = restore=20 ties between Iran and Iraq," said Paivar.

DEMOCRACY IN IRAQ

In addition to moving Iraq away = from the=20 Arab orbit, the tightening of ties between Iran and Iraq may also = have=20 another unintended long-term effect: destabilizing Iran's clerical = regime.=20

It was, after all, the temporary resumption of the pilgrimages = and=20 warming of relations between deposed Shah Mohamad Reza Pahlavi's = Iran and=20 Ba'athist Iraq in the mid-1970s that allowed the ideas of Iranian=20 revolutionary leader Ayatollah Ruhollah Khomeini -- then in exile = in Najaf=20 -- to flow into Iran.

"Democracy in Iraq is to the advantage of Iran," said Mashallah = Shamsolvaezin, a leading Iranian reformist opposed to the = dictatorial=20 powers of Iran's clerical rulers. "I think Iraq will put its = crises behind=20 it, and the relationship between Iran and Iraq will improve = greatly,=20 because of the emergence of democracy in Iraq."

Despite the Iraqis' queasiness with the U.S. occupation of = their=20 country, the Iranians returning from pilgrimage mostly return with = fond=20 memories of the country. Some even admit the U.S. soldiers were=20 exceptionally polite to the pilgrims.

"They've been ordered to be nice with the pilgrims so people = take good=20 stories back to Iran," said Mansoor Amini, a recent pilgrim and = mentor to=20 a youth group at a Tehran mosque.

Among the ordinary masses of pilgrims making their way to the = tombs of=20 Imam Ali in Najaf and Imam Hussein in Karbala, the Iranians lauded = the=20 U.S. occupation force as a force of liberation.

"We came for political reasons as well as religious reasons," = said Reza=20 Jamali, of Shiraz, who trekked 14 hours on foot past minefields = and=20 bandits to visit the tombs of Najaf and Karabala recently. "We = wanted to=20 taste freedom."
