Baghdad -- In a pair of attacks on = Iraq's=20 fledgling security forces, a car bomb packed with = artillery=20 shells exploded near a Baghdad police recruiting = station=20 Tuesday, killing 47 people and wounding at least 114, = and=20 militants opened fire on a police van in the = rebellious Sunni=20 triangle city of Baquba, killing 11 officers and one = civilian.=20

Tuesday's attacks underscored the fragile position = of the=20 security forces, which are struggling to recruit and = train new=20 members while coming under steady assault from = insurgents who=20 brand them as collaborators with an illegitimate,=20 U.S.-appointed interim government.=20

Interior Minister Falah Naqib blamed the attack on = "groups=20 who want to halt the reconstruction of Iraq."=20

The Unity and Jihad group, headed by Abu Musab = al-Zarqawi,=20 a Jordanian with links to al Qaeda, posted a statement = on the=20 Internet claiming responsibility for the Baghdad = bombing.=20

At the scene of the capital's most deadly explosion = since=20 March, the nauseating odor of burnt flesh and streaks = of blood=20 littered the streets and sidewalks. The U.S. military said three U.S. soldiers were = killed and=20 eight were wounded in separate attacks in Iraq in the = previous=20 24 hours. Clashes between U.S. troops and insurgents = also=20 killed at least eight civilians and wounded 18 in = Ramadi, a=20 Sunni stronghold west of the capital.=20

Most of the dozens of people killed in the first = Baghdad=20 car bombings were young Iraqi men crowded around a = police=20 recruiting station in the Rahmaniya neighborhood, = health=20 officials and witnesses said. Carrying red and blue = folders=20 used to navigate Iraq's bureaucracy, they were trying = to apply=20 for jobs with the new police force. The explosion, = right in=20 front of a nearby teashop where many had gathered, hit = with=20 devastating force.=20

"There were some kids playing billiards," said = Ehsan Adnan,=20 a distraught 38-year-old who runs a music shop badly = damaged=20 in the blast. "They were killed. There were young men = waiting=20 to join the police force. They were killed. There were = customers in my shop. They died as well."=20

He threw his broken drums and trumpets across his = tiny=20 shop. "Who can accept this?" he bellowed. "Does Jesus = accept=20 this? Does Moses accept this?"=20

The attacks also fueled a sense of frustration and = fear=20 among those recruited to protect and serve Iraqis.=20

"These operations are carried out by people using = the=20 latest techniques in killing people," said Brig. Gen. = "Amar,"=20 who pleaded that his last name not be published for = fear=20 insurgents would target him. "If it was in our = capacity to=20 stop such things before they happened, I would even = sacrifice=20 myself for them."=20

Many of the residents and passers-by blamed the = Americans=20 for the explosion, citing the U.S. air attack Sunday = on the=20 crowd around a burning Bradley fighting vehicle on = nearby=20 Haifa Street.=20

"It was an American rocket!" young men screamed. = "It was=20 the Americans!"=20

But the cheap, unpolished shrapnel from the = explosion=20 appeared to be shards of Iraqi-made ordnance, most = likely=20 leftovers from Saddam Hussein's arsenal packed into a = car --=20 the method favored by Iraq's suicide bombers.=20

Others shook their heads in disgust at those who = blamed the=20 attack on the United States instead of the insurgents. =

"Some call them Wahhabis, others resistance. Some = say the=20 Americans are behind it," said Allah Hamas al-Tamimi, = who had=20 helped carry at least 40 of the wounded, loading them = into=20 cars and police trucks for the short trip to Karkh = hospital.=20 "I call them terrorists. They kill by the dozen. Is = this=20 human?"=20

Others railed that the United States and Iraq's = interim=20 government should do a better job protecting of Iraqis = from=20 the insurgency and remove potential targets for = terrorism.=20

"We blame the occupation forces and the Iraqi = interim=20 government for this explosion," said Abdul Fareed, a = resident=20 of the blast area, a stronghold of Sunni Arabs favored = under=20 Hussein. "We ask them to remove this police facility = from this=20 area because it's a densely populated area."=20

Even police officers expressed concern that the = country is=20 sputtering toward chaos. Officer Raad Tawfik Hussuni, = 44, a=20 22-year veteran, said he was at a nearby garage having = his car=20 repaired when the bomb went off. He rushed to help the = victims.=20

"Innocent people who need jobs were killed. This is = terrorism," Tawfik said. "The government can't control = the=20 saboteurs. The police are not in control."=20

The two attacks came on the same day that the Bush=20 administration asked Congress for authority to use = part of an=20 $18.4 billion reconstruction aid package to train and = equip=20 45,000 more police officers -- a 50 percent increase = in the=20 force -- and 14,000 more National Guardsmen.=20

The blood-soaked day started out quietly, as the = capital's=20 stifling summer heat at last gave way to a comfortable = breeze.=20 Mohammad, the 20-year- old lying in the hospital, = remembers=20 getting his paperwork together and heading to the = Iraqi police=20 recruiting station in the Karkh district, defying his = mother's=20 plea to avoid government buildings.=20

He was told police weren't taking applications and = to come=20 back the next day. As Mohammad turned on his heels = dejectedly,=20 he felt a fiery thunderclap in his face. He came to=20 consciousness amid carnage that he can't get out of = his mind.=20

"My mom didn't want me to join the police," he = said. "She=20 said it was too dangerous. She was right. But what = could I do?=20 We're poor."=20

Massoud Ahmad, 24, lay moaning on his bed. The bomb = blasts=20 had seared the flesh off his legs, which were wrapped = heavily=20 in bandages.=20

"I wanted to be recruited. I just wanted to be a = policeman.=20 I just wanted to be hired by someone. I was standing = in line.=20 All of a sudden, there was an explosion and I couldn't = feel=20 anything," he said, his voice trailing off as a = narcotic=20 intravenous drip ushered him into sleep.=20

In another corridor, an old woman shrouded in a = black abaya=20 sat on the ground near a blood-soaked gurney and wept = softly.=20

"No, no, no," a middle-age man gently cried, as his = dead=20 son, face covered in a bloody white sheet, was wheeled = away=20 toward the morgue.=20

"This is something truly awful," said Dr. Mais = Kamal=20 Ismaili. "You can see with your own eyes how these = people have=20 no humanity."=20

Amar Safar, deputy health minister, shook his head = as he=20 scanned the hospital.=20

"Look at the dead body," he said, angrily. "That's = an=20 Iraqi. If they are fighting for Iraq and the people of = Iraq,=20 then why are they attacking the Iraqis?"=20
